Staff Leasing in Serbia
Staff leasing enables companies to organize their workforce in line with current business needs, without additional administrative and legal burden. Our team ensures that every step is fully compliant with applicable regulations, allowing you to remain focused on growth and business priorities.
Within this cooperation model, Workforce assumes the role of the formal employer, while your company retains day-to-day operational management of employees.
We enter into employment contracts with employees and assign them to your company, where they perform their duties under your supervision.
You maintain operational control, while we take on all employer responsibilities, including payroll processing, full HR administration, and advisory support.
The result is a flexible, secure, and reliable solution that streamlines your processes and accelerates business growth.
Process
What does staff leasing look like in practice?
Needs analysis
We begin by understanding your actual needs: team structure, the number of employees required, the duration of engagement, and job-specific requirements. Based on this, we define the optimal cooperation model.
Candidate recruitment and selection
If you require support in hiring, we conduct a full recruitment and selection process in line with defined requirements. We leverage our existing candidate database as well as relevant labor market sources.
Contracting
We conclude employment contracts with candidates and assume all employer-related administrative responsibilities within the staff leasing model. The process is straightforward, driven by client requirements, and fully compliant with the Labour Law and the Law on Staff Leasing.
Start of employment at your company
After signing employment contracts, employees begin working at your company, under your operational leadership and in accordance with your internal procedures and organization.
Administrative support
We assume all employer obligations: payroll processing, registration, changes and deregistration with mandatory social insurance, personnel records management, communication with institutions, and ongoing advisory support throughout the engagement.
Reporting and communication
We provide regular and clear reports, with continuous availability of our team for any questions or situations that may arise during cooperation.
Onsite HR Administrator (client-site support)
Depending on the scope of engagement and client needs, Workforce can provide an onsite HR administrator, a dedicated professional physically present at your location, available to employees and management for day-to-day operational and administrative matters.
The onsite administrator acts as a direct link between the client, assigned employees, and the Workforce team, ensuring rapid response, efficient communication, and seamless on-site operations. Their responsibilities may include onboarding support, record-keeping, shift coordination, employee communication, and real-time resolution of operational issues.
This model further relieves internal client resources and ensures a high level of control, organization, and employee satisfaction, particularly in environments with a larger number of assigned workers or dynamic operational demands.

FAQs
Frequently Asked Questions
Do agency workers need to have the same conditions as our permanent employees?
Yes. In accordance with the law, agency employees must have the same working conditions as defined in the user employer’s internal regulations, including overtime coefficients, holiday work, night work, base salary for the same positions, meal allowances, holiday bonuses, and transportation costs. This principle ensures fairness and prevents discrimination.
What is the maximum assignment period for an agency employee?
An agency employee can be assigned to the same user employer for a maximum of 24 months on a fixed-term basis.
Can I hire an assigned employee directly?
Yes, this is possible and very common. Staff leasing often functions as an extended probation period.
Who bears the cost in case of a workplace injury?
In case of a workplace injury, responsibility lies with the user employer, who must ensure safe and healthy working conditions in accordance with regulations. Workforce provides full administrative and operational support, from injury reporting to compensation processing, ensuring efficiency, transparency, and full legal compliance.
How are annual leave and sick leave calculated?
Assigned employees have the same rights as your employees. Annual leave, sick leave, and other absences are calculated in accordance with the Labour Law.
Is unused annual leave transferred when changing employer or agency?
Yes. The right to unused annual leave is not lost when changing employers. Depending on the transition model, leave days may be transferred between employers or agencies, or compensated accordingly, in line with the Labour Law. Workforce manages records and full administrative coordination.
Can I terminate an assignment immediately?
This depends on the contract. Typically, a notice period (15 to 30 days) applies, depending on termination conditions, to ensure proper resolution of employment status. The model is flexible but protects both the employee and employer.
How quickly can you provide employees?
In most cases, we can provide employees within a very short timeframe, depending on profiles, location, and specific client requirements. Thanks to our extensive candidate database and regional network, the process is highly efficient.
